DISCUSSION: STREET CULTURE. WHO’S IN CHARGE OF REGULATING STREET PERFORMERS AND MUSICIANS, AND HOW ARE THEY REGULATED?

Urban environments are built as a multi-level system of horizontal and vertical ties between residents and local administration bodies. Residents see their city as a living opportunity for development, creativity and communication.  Street musicians, performers, and artists have become familiar parts of the auditory and visual life of a city. Who forms the city soundscape? Where is it legal to perform in the city? How can you find quiet in a big city?
