High-rise apartment buildings "in the middle of nowhere" harm cities, don't sell out, or lead to the formation of ghettos. There is a tendency today to reject city sprawl in favor of compact development. The start of the Moscow Renovation Programme marks the true start of aging housing stock improvements. Recognition of the fact that not only five-story flat buildings, but also even taller prefab panel houses will soon start deteriorating, raises the question of creating new housing construction standards to meet the needs of the younger generation.
