Maurice Leroy: Moscow Has Surpassed Paris in the Pace of Development of New Territories

The Grand Paris and Big Moscow projects, despite differences in the structure of governance, territorial structure and pace of development, resolve similar tasks, are built on shared principles and are mutually enriching. This was discussed in the panel discussion that took place as part of the second day of the Moscow Urban Forum in Zaryadye Park.

The Head of the Department for the Development of New Territories of the Moscow Government Vladimir Zhidkin highlighted polycentricism, complex development of transport infrastructure, and the creation of new places for the application of labor as the basic principles for the development of New Moscow. According to Mr. Zhidkin, by 2035 up to 1 million jobs will be created in the territories of New Moscow.

A polycentric model of development and complex development of transport infrastructure will allow residents of New Moscow to save up to 1.5 hours on travel, noted Vladimir Zhidkin. Public transport is actively developing: two metro stations have been constructed, six more stations are under construction, and by 2025 there will be 18 metro stations in New Moscow. New Moscow’s road network has increased by 100 km and another 225 km of roads are under construction, stated the Head of the Department for the Development of New Territories.

Within the new territories, 20 sites for technoparks have been reserved, as well as three sites for the creation of educational clusters, which increases the attractiveness of New Moscow for residents. Among the main challenges, Vladimir Zhidkin highlighted issues related to construction of quarters, which require deeper immersion and refinement. At the same time, according to polls by the All-Russia Public Opinion Research Center, 71 percent of residents of New Moscow assess the processes taking place in the new territories positively.

The Vice-Speaker of the National Assembly of France, Maurice Leroy, drew attention to the similarity of problems to be dealt with by Grand Paris and Big Moscow, above all these are issues related to the development of transport infrastructure and traffic congestion. The permanent participant of the Moscow Urban Forum is convinced that growth in the economies of France and Russia is impossible without growth in metropolitan agglomerations. However, the relationship between the Grand Paris and Big Moscow projects is not vertical: they are mutually enriching. At the same time, Maurice Leroy believes that in some aspects Paris is not keeping pace with Moscow. "The students have in many ways surpassed the teachers. Moscow has pulled ahead," said Maurice Leroy.

The General Director of the Chamber of Commerce of Paris and the Paris Region Etienne Guyot pointed out the difference between the projects: Grand Paris is expanding in all directions, not just toward the south-west like in Moscow. At the same time, Etienne Guyot emphasized that the implementation of the projects is only possible if all parties are involved in the process.

Nail Sayfullin, Director for Development of JSC Mosinzhproekt, one of the operators of the complex development of Kommunarka, expressed the hope that the innovative approaches implemented within the framework of the Grand Paris project will find their embodiment in the territories of New Moscow.

The city government has a credit of trust in the sphere of implementation of innovative projects in New Moscow   and can rely on the support of the younger generation, which is one of the main drivers of development of the territories. This is shown by the results of a poll conducted by the All-Russia Public Opinion Research Center and presented at the session.

Participants in the discussion agreed that it is necessary to identify additional competitive advantages possessed by New Moscow, to develop educational clusters and increase the connectedness of objects. The common task in the development of new territories in both Paris and in Moscow is to avoid turning them into new residential areas for commuters and to fully implement the declared polycentric model.
