Head of the Department of Science and Public Service Relations of Russian Federation, representative of DUMER in the Commission on Religious Associations under the Government of the Russian Federation, co-chairman of the Information and Analytical Center of the Russian Mufties Council, Deputy Chairman of the DUMER (Moscow Muftiate). Member of the Council on Foreign Policy under the Committee on International Affairs of the State Duma of the Russian Federation.

He took part in the work of the expert commission for the preparation of the federal law "On Freedom of Conscience and Religious Associations". Participated in international conferences and symposiums on religious and interdenominational issues in Helsinki (1997), Tehran (1999), Amman (1999), Washington (2000), Paris (2000), Berlin (2001). Teacher of the Department of Theory of Law and Comparative Law, HSE.

He is a regular participant of the International Likhachev Scientific Readings and the International Public Forum "Dialogue of Civilizations". Active member of the International Academy of Spiritual Unity of the Peoples of the World. Member of the editorial board of the journal "Oriental Light".

Author of about 100 scientific publications on the development of the Arab culture, history of Islam, Muslim dogma and interreligious relations.
