Xavier Emmanuelli

Xavier Emmanuelli is the Commander of the National Order of the Legion of Honour and Commander of the National Order of Merit, co-founder, and later president of "Doctors without Borders." Dr. Emmanuelli took part in the creation and development of the emergency medical care service (SAMU medical). Xavier was the Emergency Humanitarian Aid Minister in France in 1995-1997. In 1993, Dr. Emmanuelli founded the SAMU medical and social assistance service in Paris, and in 1998 he created the SAMU (Samu Social International) international emergency medical care service and serves as its president. SAMU Social is a municipal humanitarian emergency service whose purpose is to provide care and medical ambulatory aid and nursing to homeless people and people in social distress in modern megacities.

Dr. Emmanuelli successfully implemented his SAMU Social project in many large cities outside of France, developing a single model of emergency assistance in cities such as Algeria, Casablanca, Cairo, Bamako, Dakar, Ouagadougou, Luanda, Pointe-Noire, Lima, Bogota, and Cayenne. He also founded the SAMU Social Charity Fund Moscow in Moscow in 2003.
