Policy Advisor on Public Governance and Urban Development, OECD Centre for Entrepreneurship, SMEs, Regions and Cities

Oscar Huerta Melchor is a policy advisor on public governance and urban development at the OECD Centre for Entrepreneurship, SMEs, Regions and Cities (CFE). He joined OECD in 2007 as part of the Public Employment and Management team where he led comparative studies on change management, diversity in the public sector, and strategic workforce planning. He was in charge of drafting the accession reports of Chile, Estonia, Slovenia, Israel and Russia on the issue of public employment. He also collaborated with the Middle East and Northern Africa (MENA) programme, and took part in the several OECD reviews on public employment and management, and public budgeting in countries such as Brazil, China, Chile, and Mexico. He is currently part of the Cities, Urban Policies and Urban Development Division where he has led the Metropolitan Review of the Valle de México and the Urban Policy Review of Kazakhstan, and has contributed to the reviews of Vietnam, China and Mexico. He is currently working on projects regarding urban accessibility in EU countries and land use in Korea. Before joining OECD, Oscar worked for the National Institute for Public Administration of Mexico, and the Institute for Social Security for Government Employees (ISSSTE) in Mexico. He holds a Masters and a PhD in comparative public policy from the University of York, United Kingdom. He graduated from the National Autonomous University of Mexico.
