In 1975 he graduated from the Moscow Automobile and Road Institute, Doctor of Technical Sciences.
He began his labor activity in 1975 after graduating from the Institute as an engineer of the Khimki passenger convoy for traffic safety. Then he worked as the head of the traffic safety department, first deputy general director, general director of Mostransavto.
From 2000 to 2012 - Minister of Transport of the Moscow region, from 2012 to 2013 - Head of the Main Department of the Moscow Region for interaction with federal authorities.
In October 2014 - appointed Vice President of JSC Russian Railways.
In November 2017 - appointed Deputy General Director - Head of the Center for the Development of the Moscow Transport Hub of JSC Russian Railways.
