Graduated from Kazan Agricultural Institute with a major in Agricultural Mechanisation (1978), and the Kazan branch of the Moscow Institute of Soviet Trade specialising in Commodity Science and the Organisation of Food Product Commerce (1986).

1978–1980 — Diagnostic Engineer for the Selkhoztekhnika Sabinsky District Association.

1980-1983 — Senior Power Engineer, Chief Power Engineer for the Sabinsky Timber Mill.

1983-1985 — Deputy Chairman of the Board for the Sabinsky District Consumer Society.

1985-1990 — Chairman of the Board for the Arsky District Consumer Society.

1990-1992 — Chairman of the Arsky District Executive Committee.

1992-1993 — First Deputy Head of the Arsky District Administration.

1993-1996 — Head of the Vysokogorsky District Administration.

1996-1998 — Minister of Finance for the Republic of Tatarstan.

1998-2010 — Prime Minister of the Republic of Tatarstan.

Since 25 March 2010 — President of the Republic of Tatarstan.
