Andrey Bochkarev

Deputy Mayor for Urban Development and Construction, Moscow
The hereditary builder. One of the first Russian specialists to take executive positions at the largest American engineering and construction company.

While still a student, he was invited to work for the Canadian construction company SWCCo/BLC Group. After entering graduate school in Moscow, he worked for the large Russian company, Edvance, as head of the department in charge of complex engineering and construction projects.
From the autumn of 1997, he held different positions at Bechtel Corporation. He participated in the construction of a number of large facilities outside of the country in the areas of infrastructure, and petrochemical and defence construction, including the construction of the superhighway from the English Channel to downtown London. He also took part in the Karachaganak project in Kazakhstan.

From 2006, he was Director of the Department of Investment Projects of RUSAL's Alumina and Dauxites Division.
From 2007, he served as Director of the International Projects Department of RUSAL's Engineering and Construction Division. He led the investments programme for the large-scale reconstruction of the aluminium producer KUBAL in Sweden.
From November of 2009, he was Investment Programme VP of the Russian Division of the Finnish energy systems concern Fortum.
From November of 2010, he served as Head of Department of Urban Capital Orders (Mosgorzakaz), which after a month was reorganised into the Department of Construction of Moscow.
From December of 2010, he served as Head of the Department of Construction of Moscow.
In 2013, by the Order of Mayor of Moscow No. 589-РМ of Aug. 2, 2013. He was awarded the Gratitude of the Mayor of Moscow.
From January 21, 2020, he was appointed Deputy Mayor of Moscow in the Government of Moscow for Urban Planning Policy and Construction.
