David heads Historic England’s London Development Advice Team, focusing on planning policy and high-profile planning casework affecting heritage sites. He recently appeared as Historic England’s expert witness at the public inquiry for the ‘Tulip’ Tower, which would affect the Tower of London World Heritage Site. He has previously supported the Department for Digital Culture Media and Sport develop its approach to place-based cultural heritage investment, and the Greater London Authority with the development of the strategic London Plan heritage policies. David leads Historic England’s strategic engagement with London’s World Heritage Sites as well as innovative public realm projects such as the Illuminated River. David previously worked as a conservation officer for Westminster City Council, managing change to some of the most characterful neighbourhoods and historic buildings in London’s West End.
