Born in Yaroslavl on 22 January 1975. In 1997, Eduard Lysenko graduated from the Faculty of Informatics and Computation at the Demidov Yaroslavl State University with a degree in mathematics and system administration.
From 1998 to 2000, Mr Lysenko worked Sbs-Agro Bank where he designed and developed multi-service networks for banking services. From 2000 to2012, he worked at regional and Moscow-based IT companies, held management positions at the JSCs Sistema and Alfa-Group. He has international corporate managerial experience.
In 2012, Mr Lysenko was invited to lead the Department of Informatics and Communications for the government of the Yaroslavl Oblast. In 2015, he was appointed Governor of the region. In his position, he supervised IT development and regional security.
In November 2016, as Deputy Director of the Moscow Department of Information Technologies (DIT), he oversaw IT development and departmental interactions with federal government agencies.
In April 2018, Lysenko was appointed First Deputy Head of DIT of the city of Moscow.
On 21 September 2018, Eduard became the Minister of the Moscow Government, Head of the Moscow DIT.
