Expert in housing policy, reforming the housing and utilities sector, development of homeowners' associations and the market for professional services in the management of apartment buildings, contractual relationships in apartment building management, capital repairs and energy efficiency improvements in apartment buildings, disclosure and state support for the housing sector. Expertise in the experience of countries with economies in transition (former socialist and post-Soviet countries) regarding the issues above.
Ms. Gentzler specialises in providing expertise in the field of the legislative and regulatory framework for the management of apartment buildings, housing-related social issues, the development and improvement of capital repair systems and the energy-efficient modernisation of housing stock, including measures of state and municipal support for capital repairs, raising loans for capital repair and the modernisation of apartment buildings; development of informational, methodological and training materials, training seminars, expert and public disputes.
Ms. Gentzler has taken part in international projects in the Russian Federation, Uzbekistan, Kazakhstan, Tajikistan, Moldova and Armenia as a leader of a team of experts.
Ms. Gentzler has been an invited expert at the United Nations Economic Commission for Europe (UNECE), participated in the preparation of the Country Profile on Housing and Land Management in Uzbekistan (2014), Armenia (2015), Kazakhstan (2016), Belarus (2018), as well as Environmental Performance Reviews in Tajikistan (2016) (in all reviews by the Head of the Housing and Utilities Sector).
Member of the Advisory Councill of the State Duma Committee on Housing Policy and Housing and Communal Services. Expert of the Commission on Housing and Communal Services of the Public Council under the Ministry of Construction of Russia.
Ms. Gentzler wrote over 60 works on issues related to housing and communal services.
