Since January 2021, Kirill has been the executive director of BETSKOI (a subsidiary of the international China-based holding Vanke GROUP), the developer of the grounds of the former Peter the Great Academy of Missile Forces at 9 Kitaigorodsky Alley. From 2019 to 2020, Kirill was the deputy head of the Department for Entrepreneurship and Innovative Development of the Moscow Government. At the department, he was in charge of urban planning development of innovative and entrepreneurial areas and properties and provided corporate management (as the head of the board of directors) for nine technology parks in Moscow. In addition, he was the first person in the Moscow Government to develop and begin to implement a program to support creative industries. He helped created the Agency for Creative Industries of Moscow, a one-stop center where creative companies can get support. From 2018 to 2019, he managed the Moscow Exports Center of the Moscow Government. He participated in the development of Moscow's export strategy and the launch of over ten export support programs. These included the successful creation of the brands Made in Moscow and Created in Moscow. He has regularly represented Moscow in numerous international activities and helped develop partnership programs. From 2014 to 2017, Kirill headed up the Research and Development Institute of Comprehensive Design, a centralized R&D organization of Moscow Region, tasked with the development of the general plans of cities and towns, public transport transfer hubs, and innovative and administrative centers. He participated in the design of more than 110 properties (residential, social and industrial, and infrastructure facilities in Moscow and Moscow Region). From 2008 to 2014, Kirill held a number of positions in the construction sector of the Moscow Government (up to 2012) and Moscow Region; there he participated in setting up and putting into operation the Urban and Land Planning Commission of Moscow and the Moscow Construction Investments Committee. He graduated with honors from the Economics Department of the Moscow City University of Management of the Moscow Government. From 2015 to 2017, he completed a number of professional development and re-training programs and got an education in design and construction management.
