Main stages of career development:
1997–1998: Rafik Zagrutdinov was hired as a property assessor at Regional Center of Expertise.
1998–1999: he joined the Kazan Kremlin open-air museum as a lead specialist in the Architecture and Restoration Department.
1999–2005: he was the Chief Specialist, heading the department of corporate restructuring and expert evaluation of property; the Deputy Chairman, and the First Deputy Chairman of the Bankruptcy and Financial Rehabilitation Committee of the Republic of Tatarstan (the future Anti-crisis Management Committee of the Republic of Tatarstan).
2006–2010: Rafik supervised the Directorate for the Implementation of National and Republican Projects; worked as a Deputy Minister of Investment and Financial Policy of the Ministry of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan.
2010–2011: he was the Acting Leader of Moscow Road and Bridge Construction Department.
2011–2019: he was appointed the First Deputy Head of the Department of Construction of Moscow City.
January 2020 — present: he has been the Head of the Department of Construction of Moscow City.
