Jin Chen is a senior engineer holding a bachelor's degree in civil engineering and structural engineering granted by Tongji University.Now, Jin Chen is working as deputy director of Shanghai Municipal Commission of Housing, Urban-Rural Development and Management (SMCHURDM), responsible for urban governance, study on policies for the operation and maintenance of urban infrastructure, fund plans, and other matters.He is also deputy director of the Shanghai Urban Operation Management Center, taking charge of coordinating and dealing with the construction of the urban operation information system.He has been engaged in government administrative management for a long time, and taken charge of or participated in major policy studies and reforms in Shanghai's urban-rural construction, urban management, and traffic several times.
